FCC Approves Comical "Broadcast Incubator Program"

FCC just released a summary of a program to allow incubation of prospective broadcasters or ailing small broadcasters.  The program allows larger broadcasters to take these entities under their wing to foster and encourage license procurement or operations stability.  In return, the FCC would grant a waiver to the large broadcaster regarding local ownership caps.  The proposition is dichotomous because the previous deregulation and lifting of ownership caps that proliferated low levels of minority and small broadcasters is now being extended here for the ultimate unspoken effect of exclusion of more small broadcasters.
