FCC Approves Comical "Broadcast Incubator Program"

FCC just released a summary of a program to allow incubation of prospective broadcasters or ailing small broadcasters.  The program allows larger broadcasters to take these entities under their wing to foster and encourage license procurement or operations stability.  In return, the FCC would grant a waiver to the large broadcaster regarding local ownership caps.  The proposition is dichotomous because the previous deregulation and lifting of ownership caps that proliferated low levels of minority and small broadcasters is now being extended here for the ultimate unspoken effect of exclusion of more small broadcasters.

BROADCAST INCUBATOR PROGRAM APPROVED BY OMB PURSUANT TO PAPERWORK REDUCTION ACT; MEDIA BUREAU ACCEPTING INCUBATION PROPOSALS. (DA No. 19-546). (Dkt No 17-289). MB announces that broadcast incubator program has been approved by Office of Management and Budget pursuant to Paperwork Reduction Act; interested parties seeking to participate in the program may now file incubation proposals with the Bureau.
