The FCC's Media Bureau has postponed the filing window for new noncommercial educational (NCE) reserved band FM translator station construction permit applications, giving prospective applicants nearly three additional months to prepare.
Originally scheduled to run from August 11–25, 2026, the filing window will now open on November 4, 2026, and close at 6:00 p.m. Eastern Time on November 17, 2026. The revised schedule was announced in a Public Notice released on July 6, 2026.
Delay Requested by Community Broadcasters
The FCC said it received requests from several organizations representing college, Tribal, and community broadcasters asking that the filing window be postponed. The groups argued that an August filing period would make it difficult for many potential applicants to participate because schools are on summer break, volunteer organizations have limited staffing during the summer, and Tribal governments often require additional time to review and approve projects. The Media Bureau agreed that extending the timeline would better serve the public interest by allowing interested organizations sufficient time to develop technically sound applications for what will be the first filing window ever held for NCE reserved band FM translators.
Filing Freeze Also Moved
Because of the revised filing window, the FCC has also postponed the related application freeze.
Beginning October 2, 2026, the Commission will stop accepting minor modification applications for:
- LPFM stations
- FM translators
- FM boosters
The freeze will remain in effect until the close of the filing window on November 17, 2026.
Application Preparation Can Begin Early
Although applications cannot be filed until November, the FCC noted that FCC Form 2100, Schedule 349 will become available in the Licensing Management System beginning August 3, 2026, allowing applicants to prepare and save their submissions well in advance of the filing deadline.
No Additional Extensions Expected
The FCC emphasized that it does not anticipate granting any further extensions. Applications submitted before November 4 or after the 6:00 p.m. EST November 17 deadline will be dismissed without further consideration.
The Bureau also noted that it has received questions regarding the comparative point system used to evaluate mutually exclusive applications and may issue additional guidance before the filing window opens.
